What we're saying is, nosotros're not going to sell out American businesses to do that. ... We're not saying that climate change is not existent. It is real. It's how do you take that balance between making sure you've got jobs and businesses moving and then besides making certain you protect your climate. That answer's in the middle."[ten]

Islamic republic of iran

  • On August 31, 2017, later on the new leader of Hamas said that "Tehran was again its biggest provider of money and arms," Haley said, "Iran is showing its true colours. Iran must make up one's mind whether it wants to be a member of the community of nations that tin can be expected to accept its international obligations seriously or whether information technology wants to be the leader of a jihadist terrorist movement. Information technology cannot be both. It's long past fourth dimension for the international customs to concord Iran to the aforementioned standard that all countries who really value peace and security are held to."[xi]
  • On April twenty, 2017, Haley criticized Islamic republic of iran for attempting to destabilize the Middle East. She said, "If we are speaking honestly about disharmonize in the Eye East, nosotros demand to get-go with the main culprit: Islamic republic of iran and its partner militia, Hizballah. Iran and Hizballah conspire together to destabilize the Center East, and their actions are expanding."[12]

Iran nuclear deal

See also: Federal policy on the Iran nuclear deal, 2017-2020
  • On September five, 2017, during a spoken language at the American Enterprise Institute, Haley discussed the nuclear deal. She said, "The truth is, the Islamic republic of iran deal has and so many flaws that it's tempting to exit information technology. Simply, the bargain was constructed in a way that makes leaving information technology less bonny. It gave Islamic republic of iran what information technology wanted up-forepart, in exchange for temporary promises to evangelize what nosotros want. That's not good. ... Much has been written about the JCPOA. I won't repeat information technology all here. Let's just say that the agreement falls brusque of what was promised. We were promised an 'terminate' to the Iranian nuclear program. What emerged was not an end, just a pause. Nether the bargain, Iran will continue to enrich uranium and develop advanced centrifuges. We were promised 'anytime, anywhere' inspections of sites in Islamic republic of iran. The last agreement delivered much less. The promised 24/vii inspections apply only to Islamic republic of iran's 'declared' nuclear sites. For any undeclared just suspected sites, the regime tin can deny access for up to 24 days. Then at that place's the deal's expiration dates. After ten years, the limits on uranium, advanced centrifuges, and other nuclear restrictions begin to evaporate. And in less than 10 years, they have the opportunity to upgrade their capabilities in various ways. The JCPOA is, therefore, a very flawed and very express agreement. Just even so, Iran has been caught in multiple violations over the past year and a half. In February 2016 – merely a calendar month afterwards the agreement was implemented – the IAEA discovered Iran had exceeded its allowable limit of heavy water. Nine months subsequently, Iran exceeded the heavy water limit once again. Both times, the Obama Administration helped Iran become back into compliance and refused to declare it a violation."[thirteen]
  • Haley likewise spoke most the penalty provisions in the deal maxim, "Some other major flaw in the JCPOA is its penalty provisions. Whether an Iranian violation is large or small – whether it is deemed to be cloth or not-cloth – the bargain provides for only ane penalty. That penalty is the re-imposition of sanctions. And if sanctions are re-imposed, Iran is then freed from all the commitments information technology made. Recall almost that. At that place is an absurdly round logic to enforcement of this deal. Penalizing its violations don't make the deal stronger, they blow information technology up. Iran'southward leaders know this. They are counting on the world brushing off relatively minor infractions, or fifty-fifty relatively major ones. They are counting on the United States and the other parties to the agreement being then invested in its success that they overlook Iranian cheating. That is exactly what our previous administration did. It is this unwillingness to challenge Iranian behavior, for fear of damaging the nuclear agreement, that gets to the heart of the threat the deal poses to our national security. The Iranian nuclear deal was designed to be likewise big to fail. The deal drew an bogus line between the Iranian regime's nuclear development and the residue of its lawless behavior. Information technology said 'we've made this deal on the nuclear side, so none of the regime's other bad beliefs is important plenty to threaten the nuclear understanding.' The result is that for advocates of the deal, everything in our human relationship with the Iranian regime must now be subordinated to the preservation of the agreement."[13]
  • Speaking about the Corker-Cardin constabulary that requires the president to certify that Iran is upholding its end of the bargain, Haley said, "We must consider the authorities'southward repeated, demonstrated hostility toward the United States. Nosotros must consider its history of charade virtually its nuclear programme. We must consider its ongoing development of ballistic missile engineering. In short, nosotros must consider the whole picture, not merely whether Iran has exceeded the JCPOA's limit on uranium enrichment. We must consider the whole jigsaw puzzle, not only i of its pieces."[thirteen]
  • On August 25, 2017, Haley called on the International Atomic Energy Agency (IAEA), the agency responsible for making certain Iran meets its obligations nether the nuclear bargain, to access and investigate Iranian military bases. She said, "I accept skillful confidence in the IAEA, but they are dealing with a country that has a clear history of lying and pursuing covert nuclear programs. We are encouraging the IAEA to utilise all the authorities they have and to pursue every bending possible. ... The JCPOA made no distinction between military and not-military sites. At that place are too numerous undeclared sites that have not been inspected. That is a trouble." Islamic republic of iran said that information technology would not requite the IAEA access to its military sites. Under the deal, the IAEA could asking admission to Islamic republic of iran's military machine sites, but it would have to cite a reason for doing and so. Haley was in Vienna, Austria, at the IAEA'south headquarters as part of the Trump administration'due south review of the nuclear bargain.[14]
  • On August 15, 2017, Haley criticized Iranian President Hassan Rouhani for threatening to carelessness the nuclear agreement within hours if the U.S. imposed new sanctions. She said, "Islamic republic of iran cannot be immune to use the nuclear deal to hold the globe earnest. Iran, under no circumstances, tin ever exist allowed to take nuclear weapons. At the same time, notwithstanding, nosotros must also continue to hold Iran responsible for its missile launches, support for terrorism, disregard for human rights, and violations of UN Security Council resolutions. The nuclear deal must not go 'too big to fail.'"[15] [16]

Israel and Palestine

  • During an interview on December x, 2017, Haley discussed Trump's decision to recognize Jerusalem equally the capital of Israel. She said, "This basically says that the The states acknowledges that the capital of Israel is Jerusalem, and saying besides that the embassy is going to be moved to the capital letter, merely like information technology is in almost every other country. In Israel, in Jerusalem, you have got the Parliament, you have got the president, you have got the prime minister, you have got the Supreme Court. And so, why shouldn't we accept the embassy there? Secondly, I will tell you that, for 22 years, you have had presidents and the American people enquire for the embassy to be moved. And no president, non -- not Clinton, non Bush, non Obama, actually made -- had the courage to brand that move and listen to the will of the American people. The Senate only overwhelmingly again voted to have the diplomatic mission moved. So, the president did the will of the people. When it comes to those that are upset, we knew that was going to happen. But courage does cause that. When yous brand a conclusion, you are going to accept some that run across it negatively and y'all're going to have some that see it positively. But I strongly believe this is going to movement the ball forward for the peace process."[17]
  • On February 10, 2017, the U.South. delegation to the United Nations objected to the engagement of onetime Palestinian Authority Prime number Minister Salam Fayyad as a special representative for Great socialist people's libyan arab jamahiriya. Haley said in a statement, "For too long the UN has been unfairly biased in favor of the Palestinian Authority to the detriment of our allies in Israel. The United States does not currently recognize a Palestinian land or support the point this appointment would ship inside the United nations, however, we encourage the 2 sides to come together directly on a solution. Going forwards the Us will act, not only talk, in support of our allies."[xviii] [xix]
  • During her confirmation hearing for the mail of U.S. ambassador to the United Nations on Jan 18, 2017, Nikki Haley condemned the Boycott, Divestment, and Sanctions movement, which seeks to protestation Israeli settlements in Palestinian territory by economically harming Israel. She said, "I volition not go to New York and abjure when the Un seeks to create an international surroundings that encourages boycotts of Israel. In fact, I pledge to you lot this: I will never abstain when the United nations takes whatsoever action that comes in direct conflict with the interests and values of the United States."[20] In June 2015, Haley signed into South Carolina law a prohibition on the state contracting with businesses engaged in boycotts on the basis of race, faith, gender, or national origin.[21] Haley also characterized the passage of UN Resolution 2334—defining Israeli settlements as legally invalid—as evidence of UN bias confronting Israel. When asked by Sen. Ron Johnson (R-Wis.) how she would accost the furnishings of this resolution, Haley said that Israel must be reassured that it is an marry by the White House, Congress, and the National Security Council. She added that the U.S. diplomatic mission should be relocated from Tel Aviv to Jerusalem.[22]

It states that "an assault against one or several members is considered as an attack against all." She said, "Of course we believe in Article 5. I merely met with all of my NATO ambassadors yesterday. Nosotros said, 'A threat on ane of u.s.a. is a threat on all of us.' ... NATO is going to continue to exist strong. It's going to go along to be united. Russia'south going to try and separate it, but the truth is we've never swayed from Article 5." When asked why Trump did not specifically mention Article v during his trip to NATO headquarters, Haley said, "I think if you asked him if he was in favor of Commodity 5, he would say that yes, he is."[23] [24]

N Korea

  • On September 11, 2017, afterward the United Nations Security Council adopted a resolution placing sanctions on North Korea, Haley said, "Today, we are saying the world volition never have a nuclear-armed Democratic people's republic of korea. And today, the Security Council is saying that if the Northward Korean regime does non halt its nuclear program, nosotros will human activity to stop it ourselves. ... Previous efforts to bring Due north Korea to the negotiating table have failed. They have repeatedly walked back every commitment they have made. Today, the Security Council has acted in a unlike way. Today, we are attempting to take the future of the N Korean nuclear program out of the hands of its outlaw regime. We are done trying to prod the regime to do the correct thing. We are now acting to stop it from having the ability to continue doing the wrong thing. We are doing that past striking North Korea's power to fuel and fund its weapons program. Oil is the lifeblood of North Korea's try to build and deliver a nuclear weapon. Today's resolution reduces virtually 30 percent of oil provided to North korea by cut off over 55 percent of its gas, diesel, and heavy fuel oil. Further, today'southward resolution completely bans natural gas and other oil byproducts that could be used as substitutes for the reduced petroleum. This will cut deep. ... We don't take pleasure in further strengthening sanctions today. We are not looking for state of war. The North Korean regime has not notwithstanding passed the point of no return. If information technology agrees to terminate its nuclear program, it can reclaim its future. If it proves it can live in peace, the world volition alive in peace with it. On the other hand, if North korea continues its unsafe path, nosotros will keep with farther pressure." The resolution limited North korea's oil imports, banned material exports, and banned well-nigh overseas laborer contracts.[25] [26]

Simply the strongest sanctions will enable us to solve this problem through diplomacy." She added that North Korean leader Kim Jong Un was "begging for war." Haley also said that "the United States will look at every country that does business with North korea equally a state that is giving assist to their reckless and dangerous nuclear intentions."[27]

The toll the North Korean leadership volition pay for its connected nuclear and missile evolution volition exist the loss of 1-third of its exports and difficult currency. This is the about stringent set of sanctions on any state in a generation. These sanctions will cutting deep, and in doing so, will requite the North Korean leadership a sense of taste of the deprivation they have chosen to inflict on the N Korean people. ... I give thanks each and every one of my colleagues who worked so difficult to bring this resolution to a vote. I accept previously pointed out that China has a disquisitional role to play on matters related to North Korea. I desire to personally thank the Chinese delegation for the important contributions they fabricated to this resolution. While the Security Council has washed expert work, the members of the Security Council – and all Un Member States – must do more than to increase the pressure on Democratic people's republic of korea. We must work together to fully implement the sanctions nosotros imposed today and those imposed in past resolutions. The step nosotros accept together today is an important one. But nosotros should not fool ourselves into thinking we have solved the problem. Non even close. The North Korean threat has not left united states. It is rapidly growing more unsafe. We've seen two ICBMs fired in only the last month. Further activity is required. ... Our goal remains a stable Korean peninsula, at peace, without nuclear weapons. We want only security and prosperity for all nations – including North korea. Until so, this resolution and prior ones will be implemented to the fullest to maximize pressure on North Korea to change its means.[29] "
—Nikki Haley[thirty]
  • During an interview on April 24, 2017, Haley said, "I think that Democratic people's republic of korea's been playing games from the very beginning. What we're seeing is that Kim Jong Un is trying to really show his force to the people of Northward Korea, whether it'southward simply with all of these threats or what he'southward trying to do in terms of talking in terms of trying to start a war. And what nosotros've said is nosotros don't desire war, and then don't start one."
